Consolidated the telecommunications function and provided
a strategic focus.
Achieved a 20% reduction in telephone billing, while providing
many new services.
Developed company policies for use of telephones, calling
cards, cellular telephones, facsimile, and mobile radios.
Developed and implemented administrative and maintenance
procedures.
Mechanized administrative processes where possible including:
telephone call accounting; moves, adds and changes; microwave
path designs; and mobile radio coverage.
Technology Planning and Design
For a provincial power utility:
Conceived the vision, developed the strategies and directed
the implementation of a private voice network, an enhanced mobile
radio network, and fibre-optic ground wires.
Initiated and maintained a comprehensive 5 year telecommunications
development plan.
Organization Change/Transition
Participated in the transition of cable company division to CLEC.
Participated in the transition of a provincial Crown Corporation
to Government Ministry.
Participated in a "Redesign Process" within a provincial
Crown Corporation.
Participated in the privatization of a provincial power utility
company and change process.
Training
Organized and/or chaired numerous continuing education seminars
on telecommunications subjects.
Developed and delivered optical fibre technology and mobile radio
technology courses in Beijing and Nanjing, China as a member of
a CIDA Mission on Telecommunications in Electric Power Utilities.
